[SEL] Villiers C12A - 04 - 09

Al ,I am guessing the engine is a four cycle and has a seperate magneto,ie 
not a flywheel magy.
Are you sure the flywheel is keyed?
What are the two holes that we can see [look about 6mm] are they threaded 
and are there more ?
A method that can be tried is whilst prying the flywheel away from the 
backing plate tap the rim with a wooden mallet .It will be sitting on a 
taper and just might spring off.
