Curt-san, You asked, "Why?"  Answer:  I think scraping takes skill & experience, neither of which I have.  The write-up by producers of this product indicate complete matching of surfaces, that the steel is not affected, only the Babbitt.  Further, that the abrasive element of the compound morphs from abrasive to lubracative.
    Does the easy scraping method you refer to involve repetitively using Prussian Blue to identify high spots, scraping, rebluing ... until the degree of mating surfaces exceeds 80%?
    Please tell me more.  I may give it a shot.  Thanks, Bill

Why would you lap Babbitt when it is SO easy to scrape? With any lapping
compound you will affect the surface of the steel shaft too. You will no
longer have a highly polished bright steel surface. Not the most desirable
to run on Babbitt.
