[SEL] O.T. Another tool

I got this in a box of tools given to me when a cycle shop finished.
It has 3 tools  1 Tapered thread tap
                     2 tapered square 
                     3 broad screwdriver (or looks like one)
I wondered if it was an early gas tool for fitting plugs.
Can anyone recognise a tool like this?
