Hi Tommy,
It appears to me that the cast/flat steel spokes difference seems
to be a matter of engine size. Up to 8 HP have cast wheels. Eleven HP (10
HP?) and above have flat steel spokes.

PS, Clicking on the first picture on page 4 will help you know where I'm
coming from!
