Bill, the purpose of the resistor is to reduce current across the points, increasing point life. The resistor will get hot. One should work for both coils because only one coil can fire at a time. Leaving the switch on with the engine stopped will allow a dead draw across the resistor if the points are closed, with twelve cylinders this is quite likely. Some vehicles had a bypass wire to supply battery voltage to the coil while cranking, the starter pulls voltage down, this compensates.
