Pretty much the Governor of a state has the ability to move in state
controlled entities in advance and have things lined up to assist.
Federal agencies are not allowed in until after an event has proven to
be larger than the state agencies can handle, and then the Governor can
make the call to the federal agencies and ask for help in whatever areas
they specify.
