Without getting too political, why on earth didn't anyone get at least
some support facilities on the move BEFORE the hurricane hit the south
coast?

It's an excellent idea, Peter, but there is probably some regulation,
chapter and verse, that says that an actual calamity has to exist before
mobilization can begin.  You don't find many creative thinkers in government
work and those that exist are the nails that get hammered down.  

No matter what it is, human inertia exists.  For instance:  Radar
observation of planes approaching Pearl Harbor failed to elicit a response;
FBI field office warnings of young men of Mid-Eastern origin taking flying
lessons failed to elicit any action; etc.
