Jeff,

That is probably true in all places. You cannot set a trap to hurt someone.  
I remember reading about a classic case of this back in the late 60's when a 
person set up a shotgun to go off when a building he owned was consistently 
broken into.  Shotgun went off, burglar lost leg, sued owner and won!
