Not necessarily so, John.  Check your ground.  If it looks good, make it better.
If you have to test it by clamping a jumper cable to your bumber and the
trailer, do it.  

I suspect the ground is not perfect, and you've got voltages back feeding
through filaments and doing all kinds of crazy things.
