Curt,

Try your local library or university.  They may have someone on staff who would be able to read the
Japanese instructions in English into a voice recorder.  Possibly free, or for a nominal charge
like lunch.  Also possibly a Japanese student at the university.

Recently I got a plastic welder and the darn instructions were written in Japanese.  Being a first time user I was needing
