I'll have to do some digging for my copy, but Ford put out a bulletin
saying to ignore the 33 code if all else checks out in the system. The
stumbling means something is wrong, but probably not in the EGR valve. If
you hold a steady RPM of about 1500+, the valve should open - that's just a
'guess test"

My first guess is one of the hard vacuum lines has developed a crack.
Unfortunately, the process of doing a through  check requires a manual and
can't be summarized in an e-mail.
ALSO - do an engine running code check, something may come up there.
