Are you asking about fitting a conical plug into a cylindrical hole?  If that's the case, fugetaboudit. If the plug is indeed cylindrical, 0.004" still seems a bit much. I'd guess closer to 0.0015", but you should check Machinery's Handbook for a better understanding.
