AHH, that would be a bit different than cross threaded.

In that case about the only way will be to cut the bolt off and drill it
out. Grab a grinder and load it with a cutting disc.

OR bring it up this way and I'll use the JAWS and cut it off... Of
course you will probably need a new hitch, and maybe a new frame on the
vehicle.......
