[SEL] Salt water rust

Hi, I could use some help . There has been several discussions on rust
removal over the years. Some worked better than others but all were for
light coatings of fresh water rust. I have a marine engine with the water
jackets splitting and falling off the cylinders. Short of sawing large
windows in the remaining jackets and chiseling the black rust,1/2" thick and
brazing/welding the windows back up,are there other remedies? Thanks for any
