Hi Rick

We call that a "fast and loose" pulley.  Yes, there is a greaser on the 
loose pulley, and the fast pulley is keyed with a gib key and set 
screws.  I can get photos of all that if it would help (I'd need Jim to 
point to the right bits for me!).
Also, he says there IS a tool to move the belt, doesn't know the name of 
it, but he does have one from a flat-belt driven pillar drill which, 
again, we can get pics of for you.
