I don't think so, GM / EMD are solidly 2-cycle, but Jim may have seen
4-valves per cylinder head and assumed that it was 4-cycle?

Most big modern two-cycle engines are configured this way, with a
scavenging blower, which is also partly supercharger, although
turbochargers are on the modern units.
