Dave,

I don't know yet.  This is on a vertical 1 cylinder engine and I haven't
split the crankcase yet to have better access to the crank journal. 

You're right that possibly milling the rod cap would tighten it up
enough.  It would also be the quickest fix although some purist may not
approve of this method.

I need to split the crankcase so I am no longer working through hand
holes so I can get better measurements.

How much clearance is there?
If you're only after a few thousands I'd consider milling the cap. It
would 
probably work long enough to out live us...........
