[SEL] R&V engine help wanted please

Hi All

I have started in earnest in the restoration of my vertical 2hp R&V engine, 
yes yes yes I know it is about time.
I finally pickup up the flywheels and crankshaft from my mates engineering 
shop last week, he has done a great job.
I have a question to those who have verticals or those who have seen them.
My head has a bolt and lock nut protruding from the head that goes into the 
ignitor chamber. I do not think it should be there, as far as I know this 
model does not have a primer cup like some other models have.
Can anyone help or do I plug the hole.?
