The later Hercules and Economy literature has info on the Webster 1A setup.  It was not one of the best systems and was frequently replaced with other ignition systems alternatives.

Hello List; I am looking for info on the Type 1A Webster. I have one  
on my newly acquired Monarch Model N. It seems to be hot as I got a  
good pop on ether as the fuel is not hooked up yet. The cam  & exhaust   
valve trip rod does not go all the way back by itself so as I pull it  
over the mag trip mechanism does not engage. Am I missing a return  
spring or is it an adjustment issue?
My Economy's and Stover have a return spring on the shaft but this  
shaft is rectangular and does not seem compatible with a round coil  
spring.
