After going back and looking at the photo, I believe the pipe on the top 
front of the engine is a filler pipe to fill the cylinder with water.  On mine, at 
the top of the outlet pipe is a tee for filling the cylinder and going back 
to the cooling screen.  In Patrick's photo, there is only a 90 degree elbow and 
no way to fill the cylinder. Could the extra bolt near the water outlet be a 
vent when filling the cylinder or when first starting the engine to get all 
the air out of the system?
