Not sure how your governor works, but if the spring/springs is between the 
governor flyweights, put on a weaker spring as this lets the weights expand 
quicker thus latching on quicker. General rule of thumb, weaker springs-slower 
run, stronger springs-faster run.  Some folks will even use rubber bands in place 
of springs.  But it also sounds like you have adjustment problems somewhere 
between governor and latch mechanisms.  I am assuming your engine is spark 
governed, not throttle governed. Another thing you can do, is expand the weights 
by hand and see how much movement/force it takes to latch on.
