Tommy,
You are close. The rule is that a qualifying engine (now 3HP or better) 
allows 2 riders in the vehicle in for free. Additional riders, including 
your children, are asked to pay. That is where Brown's wife and I got 
into it a few years ago. While I had a qualifying engine in tow, she was 
adamant that I was going to pay admission for either my wife or my child 
for the family of 3 of us in the vehicle. That flew all over me 
prompting me to write a letter to the board several years ago. I don't 
know if it affected a policy change or not, because I have not been back 
since.
