There's a reason for that.
Most spam originates from foreign servers - much of it from Asian rim
servers.
We show more hammering from there than any other address scheme on our
firewalls. Similar for spam.
What can you do about spam that originates from overseas? Our laws can't
touch them.
And many foreign servers aren't as well protected, so spammers can hijack
them.
