Reg,

    There is a federal statute that states if an individual is shipped 
any item for which they have not placed an order or requested, they may 
keep the item with no compensation due.  This law came into being 
several years ago due to scammers mailing primarily elderly individuals 
items, which they had not requested, and then sending them a bill a 
month later at an outrageous cost.  While this law is on the books to 
help the consumer, in Paul's case it works against him as he is the 
innocent party.  The errant book that Paul sent may be a lost cause.  
Him owing Paul for payment on the proper book that was shipped is a bit 
of a different story.  However, all the bum has to do is say "this book 
isn't in the condition it was described, etc" and then the matter is 
civil, not criminal.  Hopefully the guy will come around and make it right.
