Might give these folks a look-see. Don't know how you can beat the
efficiency of 99.3% going to the programs. These guys get my bucks.
Their admin expenses are very low, because most everyone in the
organization is a volunteer. 

Heart to Heart International is an old-fashioned charity - that is, they
don't have fund-raising campaigns as such. When there is a need, the
media, especially locally, gives them the exposure to make their appeal,
and they have a large network of corporate givers, including a number of
the big pharmaceutical makers. (The founder, Dr Gary Morsch, is a
physician.)
