Bob,
My neighbor gets the GEM at the book rate rather than first class.
I've been getting it first class for probably 25 years. My neighbor got
his on Nov. 18. With mine being first class it should have arrived at
least a week before his. I've had several first class recipients tell
me there's hasn't arrived. I don't know what's going on but we pay
about twice the rate to get the first class postage for GEM yet the book
rate arrives first??? My guess its on GEM's end. I'll email Richard
Backus.
