Most air-start engines inhibit fuel while turning over on air, it is
either done automatically on the air-cam or by hand.

Once you get into seriously large engines, you cannot have fuel going
into the cylinder as we well as compressed starting air as the unburnt
fuel will accumulate in the exhaust.
