According to Karch, 5 3/4 X 9 would be a 7 HP. 6 1/2 X 11 would be 9 HP. 
(Get a new measuring stick and try again.) Looks like 1917-1919 to Me!

PS, $400.00/$450.00 should get you the Webster mag and the ignitor in order 
to put it back to original.
