[SEL] Fairbanks manufacture dates

According to a 2004 thread I just found on Smokstak there is no record of
the Canadian Fairbanks numbers/dates.  The C prefix indeed means Canada.

And my Wendell's Handbook just has the American list.  I expect more recent
editions have been published...mine is 1996.

Maybe someone will have more data.
