Hi Mike,
It is hit and miss. It has a 'pecker' governor operating on the fuel valve.
The air valve is next to it and the exhaust valve is on the other side of
the engine operated by a rocker than runs under the engine. All the valves
are operated off the sideshaft so it is a busy little engine :)
