Rick,
	Some of those used the valve on top to work as a throttle.  It
has a stem that goes down and puts pressure on the valve that allows the
fuel to enter. By regulating how much the valve actuates it meters the
amount of fuel that is allowed through the carb and thus will throttle
the engine.  Most of these set ups I've seen have been in marine
applications.
