That's the parking point for the drawbar, Curt:

The drawbar is about 6ft long and extends out in front, but when
parked at our place, it overhangs the pavement and the road, so we
swivel the coupling head 180 degrees and hook it up to that ball. It
has a lock in the head so pretty thief-proof as well.
