I'm sorry but I do not know. I just stumbled across this video while checking out other
cool redneck inventions and stuff on You Tube.
 
In the description this is all it says about it:
Builder/operator unknown. This was captured at the Santa Fe Trail Tired Iron Show west of Larned Ks. Oct 11, 2008
