Yes, it appears he was trying to run it.

Even the oiler is turned on in this picture.  Plus you can see the propane hose hooked up to the engine.

Would sure love to see some video of the governor working in this engine.

Looks like the text on the site needs an update.  He says he has not 
tried to start the engine, yet, some of the pictures clearly show an oil 
can, redressed fittings, a propane torch to preheat the tube, and a gas 
line hooked up.  NEAT engine though.
