If you have a Dremel hand held rotary tool you can use a small stone and easily cut spring steel.? If you have a damp sponge or rag, you can prevent loss of temper, too.? 
?
Your putty knife should work.? Other sources I have used are recoil springs from lawn mower engines and the flat steel from sewer snakes.?

Need some help gang.  How does one cut/form flat plate spring steel?  We  
need one for the dog on the ratchet that advances the bolt of wood on our  
shingle mill.
