Having worked around trams (trolleys for you 'merikans) for a long time 
I don't think so. Listen to the whine of the traction motor - that 
sounds like a series wound high voltage DC motor. Much like the 'W' 
class trams. If it was low voltage you would use a rectifier or some 
other voltage regulator not the controller they had sticking out of the 
box - they're for high voltage. The insulators on the wire also suggest 
high voltage - with 24 volts you could use a stick as an insulator - the 
ceramic blocks look to be about 10cm long.
