Connect a battery straight to the trailer brake wires, the wheels should lock up. If you have a DC amp clamp check the amperage to each wheel with the battery connected, then check it with the vehicle brake controller. Check for voltage in the ground wire while the brakes are engaged, indication of a bad ground.
