Leroy, if you have a router table and a 3/8" roundover bit you can make a pretty good dowel, cut a board to 3/8"+, round over both sides of one edge, cut off 3/8"+, round over the other edges.  Let the length run long so you'll have something to hold the piece you need, cut it off and sand it in a drill or lathe.
