[SEL] Mars diesel

Hi there
Bit of a newbie on this Forum, but I see some familiar names.
Can anyone tell me the origin (country, manufacturer) of the little Mars diesel engine, please?
I see one listing on Google that states they produced 3.5 hp at 650 rpm, but nothing on when or where they were built.
I took a photo of one at our national Rally in South Australia this year, but could not track down the owner.
