Paul,
The chalk like material might be minerals left from years of melting ice 
leaving a residue behind.  If this is true a product like Lime-Away from 
the market might be the answer.  Just be sure to test it on some bare zinc 
someplace to make sure that it isn't attacked by the chemical.
