If you have an electric drill and bench grinder you can make your own.  

Punch a hole in a piece of thick leather disk, somewhat larger than what
you'll need.  Then, get a long bolt that is threaded its entire length, two
washers and a nut that fits the bolt.  Insert the bolt in the hole with
washers on both sides.  Snug up the whole "sandwich" with the nut.  

Chuck the bolt in an electric drill.  With the drill running, shape the disk
on a coarse bench grinder wheel, disk sander, belt sander, or whatever.  

It takes longer to tell about it than it does to do it.
