[SEL] possibly OT scrap prices

We were told by our dealers in late august that the price was going to drop
by Sept because China was going to stop buying. They had been driving the
market on the west coast.

I just haul scrap when I need some mad money or don't have anything
really more important to do.  Was just surprised it had dropped by half
in the few weeks since I hauled the last load.
