[SEL] Cleaning water hoppers?

Greetings from Japan. 
Perhaps this thread has been discussed before I started reading SEL.If so, please run some of the good stuff by me.When in the States, I have seen a number of engines with immaculate water hopper interiors.How is decades of rust, grime, etc. removed?The finish I like best is the one similar the the blued barrelof a shotgun.
