If he's a landlord, I'm assuming he has some sort of lease contract 
with the renters.  If he wants to get out of the rental business 
before that contract expires, then he SHOULD have to pay the 
tenants.  It's the same as cancelling your cell phone contract early 
and paying the early cancellation fee.
