The wheel alignment measurements are taken from the wheel rim.
To carry out the Toe-in/ Toe-out.
Where the tyre bead sits, take all measurements from the outside of the rim 
at this point.
With the vehicle sitting on a flat surface, measure from the floor to a 
point on the inside of the wheel.
Do this on both wheels, note the measurement between the two wheels,then 
push the vehicle forward,
measure again so the you have the same measurement at the rear of the wheels 
from the floor.
Measure again but now at the rear of the wheel, same hight from the floor, 
this will be the Toe-in.
Easier still if the I beam axle is out of the vehicle.
