I guess this would qualify as an offer to buy.
At our home show a a few years back a "wannabe collector" came around asking everyone showing if they had any engines for sale and announced he had $2000 to spend do you think he could find anything to buy for that. You know, everyone attending a show asks where can I buy one. Most were polite and said no and did not take him seriously. Eventually one of the old timers said "Sure that one there is for sale for $1000". And sold him a relatively common running engine for what most would consider valued at 1/3 of that price.
The rest of the story is that after that he became hooked and became a member of the club and continued buying engines everywhere they could be found and currently has a collection most would envy. Some were bought at above market value and some below. Goes to show you that the value is whatever someone is willing to pay for it on that particular day.
