Tom,
    The vertical handle is a compression release.  Slide it to the front 
and it engages a cam against the exhaust rocker opening it until the 
piston is about 2/3 the way up on the compression stroke.  The 
horizontal handle sticking out at the governor is for speed adjustment.  
You slide the round disc with the bolt in the center in toward the 
governor to slow the speed and out to increase it.
