Because they probably use a heck of a lot more and guaranteed huge quantity 
delivery talks in negotiations.
Also last I heard the Chinese were opening a new coal fired power plant at 
a rate of 1 every 3 days. They are using a whale of a lot of fossil fuels 
to power their growing economy.                       Mark
