Aint only NY! Its par for the course in the weatern world.
Sadly, all the good ANY 'rehab' efforts will be a total waste of time.
Now, IF the punishment was for real, only then would the number of offences
reduce.
I remember a story told me by an old friend who fled Russia after WW2.
ANY crime was dealt with by a bullet. A wallet would stay where it lay in
the road until the owner collected it. Anyone else touch it and they were
guilty of theft, even if they were going to hand it in.
Sure, the other swing of the pendulum but...
If we dont get serious soon, no, the longer we leave it go, the closer we
come to total anarchy.
I see kids barely able to walk being pointed in the wrong direction re
obeying the law, by the parents! NO punishment for this. Sad.
