I second Dave's conclusion.  The Gas Tank base screams R&V along with
several other features on the engine.

Several Rough R&V Verticals were sold at this auction last fall.

Hi.....
 
Yesterday a friend of mine showed me an engine that he would like to know
who made it.  It is hit and miss governed and spark plug ignited.  The
casting numbers end in the letter A with the head being 2A and the rocker
arm 27A.  See pictures at:
